Rippingale Parish Council Annual Report 2024. I am pleased to present the Parish Council Annual Report. I gauge
that the Parish Council has worked effectively in the past year. I would highlight the commendable efforts of the Parish
Councillors and our Parish Clerk Laura Davies who have undertaken their duties with good effect, to allow the Council
to ably carry out its role. Recruitment of Parish Councillors has been challenging, with a varying number of Councillors
over the year; we are still in the process of recruiting two new Councillors to regain full strength. Turning to Finance. Our
income via the Precept has been maintained at an unchanged level for over 7 years. The Parish Council’s finances are
stable; they meet the Village’s requirements be it the Clerk’s salary, grounds and general maintenance and other
spending areas. We also sustain a sensible contingency to meet unexpected needs. Supervision and control of the
accounts is maintained by monthly oversight by the Council and through internal and external Auditors. No anomalies
have been found. We continue to safely maintain both the play equipment and the sports court on the Jubilee Playing
Field in conjunction with the Jubilee Playing Field Trust; there have been minor upgrades. We have fitted a further
bench on the playing field and refurbished the M2000 Village information board. We are in the process of erecting new
football goal posts on the field. The Parish Council continues to assist a project to replace the delipidated changing
cabin on the playing field with a purpose-built sports pavilion with storage facilities for Village equipment. I must give
great thanks to the Feast Committee for their huge efforts in running a very popular highly successful event last year,
which included the extremely admired dog show. The Parish Council is liable for the bulk of the grass and hedge cutting
on the public areas in the Village, which we have to manage through our budget. We strive to undertake this cost
effectively, by competitive tendering to select an outside contractor. As we attempt to ensure our Village is as neat as
possible, I thank the many residents who cut the grassed areas outside their properties. The Village now has a
Neighbourhood Plan to influence development in the Parish, which was finally completed and circulated in mid-2023.
It has already been used by SKDC in assessing planning applications concerning the Village. Clear communication is
essential to the stability of the Village, and we are conclusively aided in this regard by our Newsletter, the Village
Website and the Village Facebook page. For the former Jamie Petch as editor merits thanks, along with his efficient
delivery volunteers. This important media product continues to notify the Village of many aspects of its life. Additionally,
no community today can operate convincingly without a website, and I thank Helen Martin, who retired after many years
as our webmaster last year, and Laura, the Clerk, who have maintained ours as fully as possible. Finally thanks the Bea
Maskery for administering the Facebook page until recently, and to Steve Warcop and Carolyn CG the current
administrators. The Hospital Car Service remains very active, and Chris Ross continues to administer this with
commitment and skill. On his retirement I must thank Derek Diess for his outstanding support over many years to this
facility. Recognition is also given to the RGAG for assisting us in reliably managing the allotments. In conclusion, the
Village remains a supportive, friendly and active community, a pleasant location to live.
Pavilion replacement project. Fund raising at £44,399 for the replacement Pavilion on the playing field has reached
completion. Before we commit the Parish Council and other outside funding to the building of a new Pavilion/community
social hub on the field it is thought applicable to have a final consultation with Village residents on the validity of the
project. The previous consultation confirmed that the new Pavilion/social hub was necessary as the old building is not fit
for purpose and virtually derelict. A new building with security measures is envisaged to support youth team sports
(which we have had enquiries about) and other sports and provide changing facilities and toilets. There would also be a
catering and social area; this would provide support to social functions on the playing field e.g. the Feast. Finally, the
new unit would provide a watertight storage area for the Village equipment currently stored in the old building such as
the marquees and other paraphernalia to undertake Village social events. It would sit on a concrete base and use the
current electrical, water and sewage services already onsite. It could be seen as a valuable addition to Village facilities,
open to all.

Dog waste. Incidents continue to be reported of some owners allowing dogs to foul waste around the Village. This is an
unhygienic and unnecessary practice. All dog owners should retrieve and bag their pets’ waste and dispose of it in one
of the many bins around the Village. Residents can report incidents of dog fouling to SKDC online, to identify dog
owners who do not pick up waste after their dogs in public places - https://pre.southkesteven.gov.uk/reportdogfouling.
Dog fouling is an environmental crime. The law allows SKDC Environmental Crime Enforcement Officers to give anyone
seen not clearing up after their dog an on-the-spot fine, a fixed penalty notice (FPN), currently £100.
Vacancy for Parish Councillors. There remain two vacancies for Parish Councillors by co-option. This role is
stimulating and fulfilling but not onerous. We are seeking volunteers of any skills and background, who think they could
contribute in administering the Village. If you are interested in supporting your Village, and would like greater
information, please contact me. To be eligible, you must be over 18, on the electoral role and have lived or worked
within 3 miles of the Parish for at least 12 months.
Hospital Car Service. The HCS relies on volunteer drivers to effectively run the system and transport patients to their
medical appointments. For various reasons the HCS now requires replacement volunteer drivers to efficiently administer
the service. Drivers, who need to be properly insured, are fully recompensed with a 65p a mile allowance. If you have
the spare time and wish to
volunteer for this very worthwhile support role, please contact the scheme administrator, Chris Ross, on 07806 327362.

Rippingale Art Group
Rippingale Art Group meets on Tuesday evenings, 6.30 – 8.30pm, in the conservatory of the Manor House, High Street.
Subs are £3.00 per night and hot drinks and biscuits are provided free of charge.
You can paint or draw in Pencil, Ink, Acrylics, watercolours, whatever you like!
Our small, very friendly group has a mix of abilities, but we think it’s most important to just come along and enjoy what
you’re doing! Members generally bring their own materials, but we do have a small stock of various media and
materials available, if you want to try out something new.
I generally assist and encourage the group to achieve the results they’re after, and can provide some limited tuition in
basic techniques.

Rippingale Friendship Club. enjoyed our first outing for 2024 on 24th April, when we visited Bury St. Edmunds on
market day. The weather was mixed but any showers were short lived, and we did see a glimpse or two of sunshine, but
there was a very chilly wind at times. We all agreed that it had been a very enjoyable day, and the town was good for
shopping.
On the 1st of May we went to the Seaside. There was no travelling involved as we created our own seaside experience.
Firstly, we enjoyed a Fish and Chip lunch which was collected from George’s in Bourne. A lot of the members wore
sunhats, sandals, and summer clothes. Popular seaside themed music was played and there was even a sing along.
During the Bingo we had a break mid-way when we were treated to an ice cream. Even the sun was shining for us.
We are pleased to say that our member numbers have gone up but there is always room for more. All are welcome,
many members come from Bourne, Billingborough or Pointon. At a loose end, want to meet new friends, then why not
pop along to one of our meetings.

At all our meetings there is a raffle, followed by 4 games of Bingo. Tea and Biscuits are served mid-way through the
afternoon. Come along and give us a try.
Future outings are Monday 3rd June when we go to Houghton Mill and St. Ives. Then on Tuesday 30th July we are off to
Skegness. (This is under review as we have realised that the children will be off school then, so we are trying to change
the date. Everyone is welcome to join us on our outings. The cost is usually £18 if paid before, but £20 if paid on the
coach. He has requested that the money be put into an envelope with your name on the outside. We hold a raffle on the
coach to raise funds which allow us to keep the costs down. Please bring a wrapped raffle prize worth approximately £5
with you on the day. There are several Pick up Points between Bourne and Billingborough, route is reversed if going

Rippingale and District WI (RADWI) report for May 2024. Rebecca opened our meeting at the Five Bells, Morton by
welcoming Ginny, Pam and Angela as guests to our meeting and we hope they will like us enough to become full
members. Some of us signed up for outings to the Poppy Factory, to the theatre to see An Officer and a Gentleman and
to Baston WI where their speaker will be talking about Bakkavor.
Charlotte of the Five Bells prepared a lovely buffet and tea or coffee for us. The bright sun and warm weather added to
the conviviality of the afternoon and plenty of conversation took place. Jeannie won a Monstera (Cheese plant) in the
raffle and many members contributed items for Bourne Food Bank.
The afternoon continued with a discussion about our choice of resolution for the Annual Meeting and there was just
enough time left for us to have a final chat. We meet on the first Thursday of the month from 2pm-4pm. For more

Church Quiz – Saturday 4 May. From ‘Ancient Charmers’ to ‘Dunkirk’, and ‘Incognito’ to ‘3 girls and a Geeza’, eleven
teams queued at the door eagerly awaiting another episode of Chas Mayhew’s annual church quiz, armed with drinks,
snacks and lots of chocolate to last the evening. Almost 50 people set about tackling ten rounds of testing questions,
which at times, forced much scratching of heads as we sipped our wine, pulled faces at each other on a regular basis,
reaching for the bowls of snacks in-between each question. General Ignorance, Sport, Art & Literature and ‘May the 4th
be with you’ (Star Wars for the uninitiated) to name but a few, kept us all on our toes, but even with our best thinking
caps on, in one round our team only scored 2 points.
With the first five rounds complete, we had a pause to allow the old brain cells to cool down a little, refresh our glasses
and enjoy a well-supported raffle. Ably run by Chris Bladon and Chas, where for those not winning prizes, idle chatter
ensued, but I must remember to stay on my toes, as whilst talking to people on the next table, I dually missed the
opportunity of grabbing the last Malteser in the bag...
Part two set off at a pace, with topics of History, Art and Literature & Science that must have come from Bamber
Gascoyne’s personal quiz book, however remarkably, the scores kept improving. 7’s and some 8’s, then a 9, before a
10 out of 10. Bravo...
After the final round, the scores couldn’t be split between two teams who tied for first place, forcing Chas to part with
two bottles of wine, instead of just one. Some might say poor old Chas, but he always covers every eventuality, well,
except the music round of course...
Our thanks to Chas who even managed to get his distant cousin in one of the questions, for putting on yet another
successful quiz, in fine style, and for all those who supported the evening. Total raised; £230 and the church treasurer,
Phil Ward, is already rubbing his hands together. See you all next year.

Coffee Morning. I know I keep mentioning it but it is such a joy to come into the church to set up for Coffee Morning
with help and find everything so fresh and clean. We are all so grateful for the work being put in to keep it clean.
Vegetables provided by a different supplier this month but still of a superb quality. Normal service will be resumed in
June. We also had a different team of helpers (Jane and Glyns) very many thanks, also to our cooks who provide such
an array of fantastic goodies. Please make every effort to come and join us, if possible, you will not be disappointed.

th June from 10.15am Onwards in the Church, everybody is very welcome
Volunteers. We had a very positive meeting on May 7th mainly to have a debrief on the Quiz (report attached thank you
JK) and plan ahead for the;
CHURCH FETE SATURDAY 22ND JUNE 11AM – 3PM, VENUE IN AND AROUND THE CHURCH
This will be a traditional type of occasion with activities and stalls to cater for ALL the community of ALL ages! I'm not
saying any more so it can be a unexpected surprise.
We are currently looking for tombola prizes, if you have anything you can donate, please could they be delivered to
Chris Bladon at 10 Wendover Close Rippingale.
It is important that the Church continues to raise funds as we have just done a major wall repair. The cost of this was the
better part of £8000 which was available in current funds. However, these funds need to be replenished and we also
wish to make other improvements within the church to function successfully in the future.
Annual Parochial Church Meeting. As a result of this meeting, we have a new look to our PCC. Unfortunately, we
don't have a Church Warden, but our thanks must go to Steve Warcup for all his hard work in the position. On the plus
side we now have 4 new members on the PCC with 2 more pending when the conditions are met. We are endeavouring
to get some more Sunday Services arranged and these will be well advertised beforehand so everyone can attend.
