Minutes of the Annual General Meeting of Rippingale Parish Council, held in the Village Hall on Monday 14 May 20245
Present: Cllr T Creek (Vice Chair), Cllr J Jones, Cllr A Lumb, County Cllr M Hill and Clerk L Davies.
Annual General Meeting of the Parish Council
1. Apologies for absence.
Apologies received from Cllr R Dixon-Warren & Cllr Ross, due to personal reason were unable to attend. Resolved
2. Councillor Acceptance of Office.
All Cllrs in attendance accepted office. Resolved
3. Councillor Declarations of Interest.

4. Election of Chairman.
Cllr Ross was elected to Chair.
5. Election of Vice chairman.

7. Approve Minutes of last Council Meeting (14th April 2025) (All)
The previously circulated minutes were approved. Resolved
8. Parish Clerk’s Report (excluding matters raised later in the Agenda)
a. Village notice Board repairs
The notice board has been repairded by volunteers. Resolved
b. JPF Septic tank cleaning – ongoing
Nothing to report.
c. Contracts
d. Dog waste bin emptying & Disposal – Waste bin is due to be delivered back to the JPF and there are volunteers coming forward to empty the dog waste bins.
e. Allotment land maintenance
Due to change in circumstances the contractor is no longer able to do the plot maintance. Looking into options
f. Invoicing & Tenancy Amendments – due to recent events, the tenancy agreement is being altered, which means the invoices are delayed in going out, the invoice will allow 30 days.
g. End Tenancy’s tidy up - recent vacation of plots has been good been tenants and PC.
9. Parish Matters
Newsletter To discuss and review printing quotations
Cllr Lumb to contact Editor of the Newsletter to ensure paper quality etc are the same for the quote.
10. JPF – All below are needing to be reviewed, Clerk to get 3 quotes and present at next meeting
10.1. To review the SKDC Prosperity Fund grant & Tesco Community Grant
10.2. To review and discuss the Goal post installation
10.3. To discuss the Tennis net & post repairs
10.4. To discuss and review progress on the removal of old Store – including emptying of its contents & disconnecting Services.
11. Flooding
11.1. To receive an update on issue raised to about Anglian Water infiltration.
Cllr Creek has not had a reply from Anglian Water for some time. He will make it a priority to chase them up, now that the budget meetings are out of the way.
11.2. To receive an update on the SKDC walkabout.
Cllr Creek gave thanks to Cllr Dixon-Warren for chasing this up for me within SKDC. The SKDC Environmental Officer has been working on other areas as well which have taken priority. He is arranging to a walk through with IDB Blacksluice to assess condition of elements and is trying to work out ownership of a couple of locations. He has to balance scale of works required in various locations with review of wider works. He appreciates that this may not be moving
as quickly parishes and residents would like. He has committed to update us this week.
11.3. To receive an update on the Emergency Plan review
Cllr Creek has completed the Review and once the Plan has been formatted, it will be loaded onto the Parish Council Website. Thanks to everyone that helped during its update.
12. Allotments. – No update, thou Cllr Ross will be chasing up, now that the budget and recent events are resolved.

12.2. To receive an update of the Deed of Easement
12.3. To discuss and review the alternative quotes for on-site pipework
12.4. To receive an Anglian Water updated quote for Hydrant connection only
13. Overgrown Hedges
13.1. To receive an update on the 84 Station St to footpath – Ivy hedge (causing damage to private fencing) and Grinder’s Lane
Insurance is aware, but LALC are advising replacing the fencing would mean that the parish would set the precedence and become responsible for the whole footpath. Clerk to revisit
14. Dykes
14.1. To receive an update on the following dykes, Grinder’s Lane/Dovecote, Dyke to rear of Linnet – ownership and action to clear, Station St East to Station - ownership and action to clear, Station St West from Allotments to A15 - ownership and action to clear

15. Community Liaison
15.1. To receive an update on the Youth Engagement Initiative
Due to Cllr Jones work development, she is now reengaging the contacts and volunteers that have come forward. Organisng a meeting for June.
15.2. To receive an update on the “Street Champions”

15.3. To discuss and review SKDC & LCC actions from walkabout

16. Planning: To receive and consider planning applications: - 16.1. 13 East Street - Monitoring

17. War Memorial To discuss update of names and maintenance of the war memorial.
No Update
18. Financial Matters:
18.1 FY2025/26 (Accounts to Date and Approval of Expenditure – All).
Clerks salary, village hall hire and Newsletter.
18.2 To consider and discuss JPFT bank account
Awaitng Natwest signature process.
18.3 To consider and review AGAR – under way
19. To Receive any Urgent Reports.
To add the Dovecot parking issue to be added to the next agenda
20. Public Forum.
It was confirmed that the puddling by #30 Dovecote, had previously raised with SKDC, however photographs of the issue are required and these had not been provided. The questioner was requested to take photographs next time the puddling happened and include a Parish Councillor on any email to SKDC, so that we can help. It was also suggested the an incident be raised on Fixmystreet. The PC will raise again in the mean time.
