Meeting of Rippingale Parish Council on the 14th July 2025.

Member of the community raised, if the portacabin is still water and vermin tight, why remove? It was explained that yes still water tight but for how long, the roof is wearing and health safety issue.
Formal Meeting Agenda
1.0 To receive Apologies for Absence and approve Reasons Given.
Apologies received from Cllr A Lumb due to work commitments was unable to attend. Resolved
2.0 To receive any new Declarations of Interest.

3.0 To approve the Minutes of the last Parish Council Meeting held on 9th June 2025
The previously circulated minutes were found to be a true reflection. Resolved
4.0 Parish Clerk’s Report (excluding matters raised later in the Agenda)
4.1 JPF Septic tank cleaning – ongoing

4.2.1 Dog waste bin emptying & Disposal
SKDC bin is in place, New bags ordered, volunteers have set up a rota. Clerk would like a WhatsApp group so people can liaise with each other Resolved
4.2.2 Allotment land maintenance – Various options have been looked at Gary Garden is to provide a quote to maintain. The RGAG group is also looking at the possibility of maintenance the areas, as previously have helped with this.

5.1 County & District Council Reports – as available.
Cllr Warren-Dixon report to be circulated, but big news is the waste food bin that will be coming shortly. It is Big green Week, celebrating the recycling of the county. At the barracks in Grantham there is a veterans event on the 25th June.
5.2 Community Groups & Organisations –
5.2.1 Village Hall Management Committee - Village Hall Trustee policy
5.2.1.1 Meeting between PC & VHMC
Due to holidays as yet not rescheduled Clerk/WG/RWD to action date
5.2.2 Hospital Car Scheme
Working steadily nothing new to report.
5.2.3 RGAG
New committee is under way, D Palmer has been appointed as the new chair. Will update the new committee members.
5.2.4 PCC
None – but next meeting Cllr Jones has the date and will attend.
5.2.5 Police Update
None
5.2.6 Feast Committee
Feast the feast was a success with many members of the community taking part in the organising and production of the event. Looking at the numbers to see if the event was profitable.
6.0 Parish Matters:
6.1 Newsletter To discuss and review printing quotations
As Cllr Lumb is not in attendance, no update to this as yet.
6.2 JPF
6.2.1 To review the SKDC Prosperity Fund grant & Tesco Community Grant
To include 6.2.2 & 6.2.3 - Clerk has given the go ahead to Online Playgrounds to proceed with the work. Will chase up a date as we need to ensure that the community is area of the work dates. Clerk & Cllr Creek to liaise
6.2.2 To review and discuss the Goal post installation

6.2.4 To discuss and review progress on the removal of old Store – including emptying of its contents & disconnecting Services.
Cllr Ross has been liaising with various members of the community and it has been agreed that items to be stored, while the removal of portacabin is under way.
6.3 Flooding
6.3.1 To receive an update on issue raised to about Anglian Water infiltration.
Cllr Creek has been involved with Anglian water, no new update at present, though work is scheduled to happen, this is part of the survey.
6.3.2 To receive an update on the SKDC walkabout.
Again Cllr Creek has been liaisng with SKDC and awaiting an update. Will provide one for the next meeting.
6.3.3 To receive an update on the following dykes, Grinder’s Lane/Dovecote, Dyke to rear of Linnet – ownership and action to clear, Station St East to Station - ownership and action to clear, Station St West from Allotments to A15 - ownership and action to clear
6.4 Allotments.
6.4.1 To discuss and review Tenancy Agreement amendments
6.4.2 Allotment Water Supply
6.4.2.1 To receive an update of the Deed of Easement.
Clerk to proceed with the deed of easement.
6.4.2.2 To discuss and review the alternative quotes for on-site pipework
Various prices have been received and awaiting a 3rd.
6.4.2.3 To receive an Anglian Water updated quote for Hydrant connection only
Cllr Ross to ask clerk to request new quote from Anglian Water. As they seem to be the only company who can action this work. Clerk to Action
6.5 Overgrown Hedges
6.5.1 To receive an update on the 84 Station St to footpath – Ivy hedge (causing damage to private fencing) and Grinder’s Lane.
Cllr Hill added that the land owner is response, the fence is not property of the PC, therefore not responsible for the repair. The fence owner is able to trim and manage any ivy that grows into there fence. Insurance has been informed. LALC has advised that the fence is not PC property therefore not to replace the fencing.
6.5.2 To Discuss tree removal from footpath on JPF.
Clerk has been informed that the work is complete. Cllrs to confirm that the tree has been removed.
6.6 Community Liaison
6.6.1 To receive an update on the Youth Engagement Initiative
Cllr Jones and various community volunteers are meeting the in the Bull to discuss way forward for the youth engagement and “street Champions” all are welcome to attend on the 16th July at 7.30pm
6.6.2 To receive an update on the “Street Champions”

6.6.3 To discuss and review SKDC & LCC actions from walkabout

6.6.4 To Discuss ward wide discussion group
Not much up take at this point. No further action at this time.
6.7 Planning: To receive and consider planning applications: -
6.7.1 13 East Street – Monitoring
Request from the develop to consider that the surface water is released on the to JPF. Cllr are unsure if this would affect the playing field. More understanding needs to be received.
6.7.2 Willow Development – monitoring
Have been refused NFA. Resolved.
6.7.3 S25/0882 – Conversion of barn to dwelling.
No objections
6.7.4 Brambling Walk No formal application received.
Leaflets have been dropped by the developer but as yet no new application has been received.
6.8 War Memorial To discuss update of names and maintenance of the war memorial.
Cllr Jones, has been liaising with the Church, has the names to be added, the memorial is a grade 2 listed monument and any work requires permission from the church at the cost of £345.
6.9 Dovecot – To discuss parking issue at the Dovecot
It has been confirmed that the area is SKDC responsibility, Cllr Hill is liaising with them to discuss solutions to the issues that have been raised.
7.0 Financial Matters:
7.1 Bank Accounts
7.1.1 To receive an update on the JPFT
Still not accessed, it was raised that the funds are removed and close the account.
7.1.2 To discuss Trustee status for the JPFT
Cllr Ross would like confirmation that they are not personally liable for the trust if it was to fail.
7.2 Financial Reports:
7.2.1 To review FY 2025/2026 Accounts to date & Approval of Expenditure.
Below figures were passed for payment, Gary Garden for the tree removal would only be paid once confirmation of removal was received.

7.2.2 To Discuss and review AGAR
After meeting with Cllr Ross & Cllr Creek, the AGAR figures are nearly understood. Aware that this late but needed to understand the figures before signing. Clerk to resubmit and provide figures to back latest workings.
